Tove Guide: Best Builds, Teams, and How to Play

An Assault Rifle Nikke that buffs Shotgun Nikkes, makes sense.

Note: Assume all skills are level 10.

Skill 1: Emergency-Crafted Bullets

Passive

■ There is a 5% chance of activating when attacking. Affects self.
Emergency-Crafted Bullets: Reload 5.31% magazine(s).

■ Activates during Emergency-Crafted Bullets. Affects all allies.
Temporary Modification: Max Ammunition Capacity ▲ 2 round(s), stacks up to 3 time(s) and lasts for 5 sec.
Critical Damage ▲ 5.24% for 5 sec.

Tove’s skill 1 passive have “breakthroughs” in which the % of gaining stacks are increased. the level breakthroughs are skill level 3 (3%), skill level 6 (4%), and skill level 9 (5%). While the Max Ammunition Capacity Breakthrough is at level 5. Maintaining Stacks below skill level 9 is rather inconsistent and is prone to drop rather often.

Tove can refresh her ammo almost indefinitely (skill level 10), but isn’t that much of a damage increase due to her lack of offensive abilities / DPS abilities. It does help maintain her stacks due to lower downtime.

Her max ammo increase for the team is very beneficial to weapon types that have low base ammo capacity. Such weapons are Shotguns, Sniper Rifles, and Rocket Launchers.

Crit Dmg buff is negligible as it has very low values and Crit is heavily diluted in the damage formula so the increase will be minimal. However, free extra damage is always welcomed.

Skill 2: Modification Successful

Passive

■ Activates when Temporary Modification is fully stacked. Affects all allies.
Critical Rate ▲ 3.32% continuously.

■ Activates when Temporary Modification is fully stacked. Affects all allies with a Shotgun.
Attack Speed ▲ 42.24% continuously.

A rather Unique skill, present in a very select few Nikkes (Soline , Sugar). The Attack speed buff only affects Shotgun Nikkes and when skill 1 has currently 3 stacks. This effect expires immediately when stacks are dropped. Essentially working as a damage multiplier. At level 10, Tove’s S2 increases Shotgun’s fire rate from 1.5/s to 2.1/s.

Firing Rate in this game is based on Frame rate, this means the higher your frame rate is, the more bullets are shot. An odd game design choice.

This results in increased ATK speed being rendered useless if the firing rate of a weapon doesn’t reach a lower frame from the ATK speed buff.

For example, Shotguns fire at a rate of 1.5/s, which means a shot is fired every 45 frames. If a ATK SPD is applied, and it’s theoretical firing rate is now 44.5 Frames per shot. The game will not account for this and the Shotgun will fire per 45 frames at all times. Therefore an ATK spd buff needs to be potent enough to lower the frame count per shot to hold any real benefits. This can be seen with Soline’s Skill 1

Soline’s buff does not work due to no matter what level due to reasons stated above. Soline already fires very fast, which means that lowering her Shots per frame is next to impossible, resulting in the same fire rate.

The theoretical actual increases to fire rate for shotguns are skill level 2,4,6,8 when Tove has full stacks on her skill 1.

Burst: Miracle of Makeshifts

Cooldown: 20s

■ Affects all allies.
Miracle of Makeshifts: ATK ▲ 2.32% of caster’s ATK. Mirrors the stack count of Temporary Modification for 10 sec.

■ Affects all allies with a Shotgun.
Miracle of Makeshifts: ATK ▲ 24.21% of caster’s ATK. Mirrors the stack count of Temporary Modification for 10 sec.

Her burst is based on Caster’s ATK. Due to being a supporter, her base ATK values are substantially lower. However this is mitigated by the big values given from this skill, totaling at 79%~ Caster’s ATK when buffing shotgun Nikkes at full stacks.

This buff is not dynamic, when Tove’s burst is proc’d at 2 stacks of Temporary Modification, the ATK buff is mirrored twice for the whole duration of the buff (24.21% x 2). To clarify, stacks that are later gained or lost does not affect the ATK buff that was given at the start of her burst.

On paper, pairing her with Anis: Sparkling Summer seems like a no brainer. However it is slightly more complicated than that. Since Anis: Sparkling Summer’s damage is heavily tied to her last bullet mechanic, pairing her with Tove conflicts her kit as Tove gives Max ammo capacity.

This can be negated by using Anis: Sparkling summer and Privaty in the same team, while having Tove’s skill level at 5 (Max Ammunition Capacity ▲ 3 max), but this leads to Tove’s stacks dropping VERY OFTEN due to the lower chances of gaining a stack from attacking.

A future Nikke that can help maintain stacks consistently (Ex. Pepper has stack ▲ burst) can make this pair viable while being very strong. However for now, it is rather counter intuitive to pair these two together.


Campaign

Using Shotguns in campaign stages isn’t very ideal, horrible even. And the only Shotgun Nikke that is even viable to use in campaign does not mesh well with her kit (Anis: Sparkling Summer). However, due to personal bias (she’s cute), i’ll list a few possible teams.

Example Team Comps

Note: This section assumes the player has no offensive pilgrims, otherwise these teams won’t be used at all.

Tove,Dolla,Sugar,Drake,Privaty

or

Tove,Dolla,Blanc,Sugar,Noir

A burst 2 CDR Nikke is preferred when using Tove. The only 2 Nikkes that provide that are Dolla and Helm: Aquamarine (Limited Nikke).

Sugar is the highest shotgun DPS currently so it makes sense to pair Tove with her. The extra attack speed stacks additively, doubling Sugar’s fire rate during her own burst (3 shot/s). She’ll burn through her ammo extremely quick, the extra ammo from Tove helps with this issue somewhat. This is further mitigated with Noir.

Drake and Noir are good supports when pairing them with Sugar due to increased hit rate (Actually hitting stuff outside close range) and AoE potential. Privaty can also deal good AoE damage with her burst while also providing breathing room via stun.


Arena

Not recommended at all for Arena. She has little to no time to attempt to get stacks due to how fast paced arena matches are, resulting in a rather “RNG” team. She has poor burst generation, and can be easily countered but Biscuit + Makima teams when using teams that are centered around Tove’s buffs.


Special Interception | Union Raid | Solo Raid

Special Interception

Tove helps newbie players that don’t have the luxury of having Pilgrim Nikkes, the manufacture with most of the top tier DPS’s but have managed to pull multiple shotgun Nikkes. This is especially prevalent against Gravedigger, due the boss having “DPS wall” mechanics. Since most bosses are rather big, missing shots isn’t usually an issue, making a Tove based team viable in all special interception bosses.

Healing Team Comps (No Bunny Twins)

These team comps should help the player clear majority of the special interceptions, with the exception being Alteisein. Noir can be replaced with Drake or Maiden if she’s not available to use. Use Bunny twin team comp listed in campaign section if available to use as it provides the most damage and survivability out of all these team comps.

Union Raid | Solo Raid

Tove doesn’t particularly have a spot in Union / Solo Raids if the player has a complete box, but is still a rather decent team when forming a team that utilizes her kit. However, Tove is one meta shotgun Nikke away from being decent to really good. Teams using Tove in special interception section should be similar to teams using Tove in Union | Solo Raid.


Strengths

  • Very strong buffs For Nikkes who have shotgun type weapons
  • Unique ATK speed buff that technically serves as a damage multiplier
  • The cold never bothered her

Weaknesses

  • There are no notable strong Shotgun Nikkes that can take advantage of her buffs.
  • Useless outside shotgun teams
  • rather skill investment heavy to consistently maintain her stacks / RNG heavy at lower skill levels.

Should You Pull?

No, not really. She may bump up the viability of shotgun teams by quite a bit, however the competition is rather harsh for her as she’s locked into shotgun teams (which perform just adequately) and can’t be slotted anywhere else.

Despite most shotgun Nikkes being out of the meta for awhile, Tove helps players who simply don’t have the luck of pulling Pilgrims as that manufacture holds most of the top tier DPS’s but have multiple shotgun Nikkes. While Alice is a top tier and is easier to get, she unfortunately requires immense investment. This makes Tove a good wishlist Nikke for newbies.

Skill 2 gives more attack speed and skill level 6 is a breakthrough on increased ATK spd. Anymore than level 6 is not worth the skill books.

Burst provides a simple yet big ATK buff for shotgun Nikkes.

  1. I was actually bummed out when I pulled her by chance today. I know she has an increased rate (as it’s HER banner. Duh), but I was mainly going for golden tickets and hoping against hope for a random pilgrim or liter copy.

    I have literally no use for Tove. She so be havin a nice cake tho.

  2. So now that we have a bunch new people for this new wave of shotgun teams (MaidPrivaty, new Bunnies, Leona!) what are we looking for for stats on her OL gear? Just attack and max ammo is what I would guess?
