Liberalio Analysis – Should You Pull?

As sleepy as Frima, but way more devastating.


Overview

  • Powerful B3 Wind DPS. Displaced Scarlet: Black Shadow (SBS) as the best Wind DPS unit with less work needed.
  • Despite this, she is also one of her most powerful allies. The two of them in a single team combine to perform ultimate wind DPS. Iron raids, beware!! (Though they don’t necessarily have to go together in solo raid for the time being)
  • While SBS is the most notable unit that can receive Liberalio’s charge speed buff from S1, there exist other viable options.
  • Against boss units, she will always have a ginormous Attack Damage buff with no conditions, as long as she keeps hitting a boss. Combined with her high base damage from S1 triggers, this gives her good viability outside of Wind-weak.
  • Against normal enemies, she will shoot significantly faster. Considering her incredible default burst gen that still deals big damage from S1, this gives her great utility even in normal maps.
  • One of the strongest screenwipe burst skills in the game.

Should You Pull?

Resources permitting, yes, you should go for her. Liberalio is an incredible DPS unit. She has good burst gen, strong damage off-burst and mid-burst, incredible burst generation for any content, good single target DPS with S1 and good capability against campaign maps with both faster firing from S2, burst gen from S1 and a screenwipe with burst.

While Liberalio is a very powerful unit, especially against Wind-weak enemies, it has to be noted that she will compete with resources against Nayuta at the same time. While Liberalio is very worthwhile, Nayuta is generally more useful to more people than Liberalio, even if you have strong B2 buffer units.

While Liberalio is an incredible DPS units, and has use in element-neutral content, Nayuta will be a B2 buffer and supplemental DPS to use for more content. However, one has to consider what the user needs more. If they need more B2 buffers, then Nayuta is definitely the clear choice. If one is severely lacking in Wind DPS, which is very understandable, as it, like Water, is incredibly underrepresented currently, then Liberalio would be the way to go.

I would personally try to obtain both. Both of them will be relevant for a long time for differing reasons. Nayuta will be a powerful B2 support unit to join teams in raids, and make most of the intercept bosses trivial. Liberalio is already the strongest wind DPS, beating out SBS, and of course, combines with the now second best wind DPS to become an unstoppable force against Wind-weak content.

The most optimal thing to do would be to focus your pulls on what you need most while hoping the free pulls come through for you on the other. If you absolutely have to, use mileage on the ‘one you need less’ on the very last day. Both units are superlative enough where using mileage on them is warranted. Ideally, you only have to use mileage on one of them at most.

Newbie/Incomplete Box Section

Liberalio is a B3 Wind SR Attacker unit with very high damage potential and some utility. Even though her main focus is dealing damage, she has incredible burst generation and gives the B3 ally with an ATK lower than hers a big amount of charge time reduction.

Her S1 is where a lot of her personal DPS comes from, as well as her burst gen, as each fully charged attack hits an enemy an additional 5 times. S1 gives her a ton of ATK for a few seconds when entering Full Burst (FB), which will factor into both her Burst and the last portion of S1, which gives a B3 Nikke with the lowest ATK a big charge speed buff. S1 ATK buff maximizes the chance that it is her ally.

S2 gives her a huge Attack Damage buff when hitting a boss. It is one of the biggest, low conditional buffs in the game, and it’s effectively permanent. Hitting a regular enemy will trade in that massive buff for a 1s charge time, making her shoot faster in regular stages, helping out with burst generation.

Burst is just a pretty strong screenwipe that also gives her another Attack Damage buff. It is incredibly good vs regular enemies, and is supplemental damage against bosses.

Normal Attack Information

Liberalio has a 1.5s charge time Sniper Rifle, similar to Alice, but unlike Alice, she maintains the standard 250% Full Charge Damage bonus, instead of 350%.

Liberalio is unable to hold a Full Charge if she is aiming at a valid target. If the targeting reticle is over a target when she reaches maximum charge, she will automatically fire her bullet at the target. If she is holding a Full Charge over the background (but not damageable objects), she will not fire until a valid target is in the reticle.

Liberalio also can’t release uncharged nor partially charged shots. There is no weapon spam to be had here. Fortunately, her S1 has such excellent burst generation, that there is no need to spam autos with her to have high burst gen. Unlike most SR and RL units, Liberalio will continuously fire without attempting a reload in between shots, only actual reloads will stop her stream of bullets. This makes her a very Auto-friendly SR DPS.



Skill 1: Calm Depths

Activates when entering Full Burst. Affects self.

When entering FB, Liberalio gives herself a giant 160% ATK buff. Since it only lasts 3 seconds, its primary, intended purpose is to ensure that Liberalio’s ATK is high enough to give the remaining B3 unit the Charge Speed buff that the last line of S1 provides, though it can be taken advantage of with her attacks if played right!

When Liberalio lands a hit on a target’s core with a Full Charge, she gives herself a decent Attack Damage buff for a minute. If she keeps landing this attack, it’s effectively permanent. Considering this buff pales in comparison to the Attack Damage buff her S2 and Burst gives her, it should just be treated as a nice, little bonus. Liberalio doesn’t necessarily have to hit enemies or bosses with cores to have excellent DPS.

When landing a Full Charge attack on anyone, she hits them an additional 5 times for a good amount of damage per individual hit, which adds up. These hits also generate a great amount of burst meter, because each individual hit increments it based on Liberalio’s base burst generation. This makes Liberalio the unit with the highest burst gen that also has incredible damage to back it up. While units like Red Hood and Helm (Treasure) (THelm) also have a lot of burst gen, they don’t deal as much damage with their attacks as Liberalio does.

The team used in this example was just Liter, Crown and Liberalio. Two shots vs. a boss, it’s already full charge.

When entering Full Burst, she will give the Burst 3 ally with the lowest ATK a portion of her base charge time as charge time reduction. This point is, similar to Alice’s S1, totally mistranslated on the skillcard. What it really means is that the B3 ally with the lowest ATK will receive (1.5s x 0.1274) = -0.1911s charge time reduction.

For the average Nikke with a 1s base charge time, this is equivalent to 19.11% Charge Speed, which is really big. However, for a unit like SBS, who has an incredibly low base charge time of 0.3, subtracting 0.1911 from it is the equivalent of giving her 63.7% Charge Speed, downright gamechanging! While this is a good effect for any SR/RL unit, there are three rules to keep in mind, since it does target the B3 Nikke with the lowest ATK:

First, since it targets the B3 Nikke with the lowest ATK when FB happens, Liberalio cannot be in a team with more than 2 B3 DPS units, including herself. This will make the Charge Speed buff go to the off-burst B3 Nikke near-guaranteed, as most B3 Attacker Nikkes have some form of ATK self-buff when using their Burst or entering FB time, effectively wasting the buff on a Nikke whose job it is to not be a primary/secondary DPS.

Second, thanks to her S2 Strange Currents, Liberalio herself is not able to take advantage of this buff. Liberalio gives herself a huge ATK buff from S1 to ensure she’s going to give away the buff, but exceptions can happen when your Liberalio is brand new and the B3 unit you intend to use the buff on is significantly stronger in terms of base stats, whether through spare body merges, leveled gear and bond levels, as well as their own skills.

Using Liter makes it significantly harder, as her ATK buff from S1 and Burst is more effective on Nikkes with higher base ATK, so be mindful of using Liter, especially with SBS.

Third, Rapi: Red Hood will always be classified as a B3 Nikke, even when set as a B1. Red Hood, who is classified as a unique ‘All Burst’ Nikke, is not a ‘real’ B3 Nikke, despite being played optimally as one. This means Rapi set as a B1 will always take this buff from who the intended ally is, and Red Hood will never be able to benefit from the buff, which is painful, since she would benefit greatly from it.

Skill 2: Strange Currents

Activates when landing Full Charge attacks.
Affects self if the enemy hit is the stage target.
Raging Current: Attack Damage ▲231% continuously.
Removes Gentle Current.
Activates when landing Full Charge attacks.
Affects self if the enemy hit is a Rapture that is not the stage target.
Gentle Current: Fixes Charge Time at 1 sec continuously.
Dispels Raging Current.
Activates at the start of battle. Affects self.
Gains immunity to Increase Charge Speed effects continuously.
This effect cannot be dispelled.
Gains immunity to Decrease Charge Speed effects continuously.
This effect cannot be dispelled.

Whenever Liberalio attacks a stage boss, she gives herself a ginormous Attack Damage buff. This buff will remain as long as she keeps attacking the stage boss. If you’re in normal stages, and she happens to shoot a regular mob, she will immediately get rid of this buff. Against boss only stages, this buff is effectively permanent, as there is no other target to shoot.

If Liberalio attacks a normal enemy Rapture instead, she will change her charge time to 1 second, and attack significantly faster. While this gets rid of her Attack Damage buff, her faster firing speed allows her to generate Burst for the team a lot faster than if she were still at 1.5s charge time rate. Despite having a charge time of 1s when attacking normal enemies, she is still classified as a Nikke with a 1.5s charge time, so any Charge Speed OLs she has are 50% more effective on her when she is firing at normal enemies.

NOTE: The game specifies Raptures have to be hit for this firing mode to activate. Hitting Nikkes in Arena will still leave Liberalio with a charge time of 1.5s, hindering her potential burst gen in PvP.

Liberalio is permanently immune to charge speed buffs and debuffs. She is unable to gain any charge speed buffs, nor can she be affected by enemy charge speed debuffs. Her S2 will immediately dispel them; this the reason why Liberalio cannot benefit from her own charge speed buff from S1. However, permanent charge speed effects, such as from OLs and the Adjutant Cube, all work on her, as they can’t be dispelled. (or else the game would lag hard)

Normally, Liberalio will only attack 6 times every Full Burst time without any Charge Speed OLs, if she begins charging as soon as FB begins. 10s/1.5s = 6.666 (6 shots and the 7th shot is more than halfway to charging)

While it was calculated that ~5% charge speed is enough to get her to attack a 7th time within the 10 second time window, due to the lack of delay between shots, testing it out on the field showed it to not be the case. I just barely missed out on it by what seemed to be a fifth of a second. Going a little bit over allowed the 7th shot to hit.

Going to 17% charge speed was also calculated to get 8 shots in within 10 seconds. While this ended up being true, there are two issues with this number as well:

  • Wanting this much charge speed is a pretty big ask for most people.
  • It doesn’t take into account the 8th shot’s S1 damage portion. Since its damage doesn’t snapshot, the 8th bullet would come through, but the 5 hits from S1 would deal less damage from all the buffs going away.

Proof that S1 hits do not snapshot:

S1 Proc with S1 ATK buff deals 1,991,862

S1 Proc without S1 ATK buff deals 1,180,251

Since it takes half a second for all the hits of S1 to hit the target, I ended up calculating that at least 12% charge speed is recommended to ensure that Liberalio can hit at least 7 shots and have all the S1 attacks from the 7th shot hit within a FB time (taking into account some delay observed from the first test). At least 12%+ is both easier to achieve than 17%+ and is more efficient.

(1.5 x 0.88 = 1.32s)
9.5/1.32 = 7.19

TL;DR – Aim for at least 12% charge speed for Liberalio Auto Play.
While she loves Charge Speed overall, to shoot as many powerful attacks as possible, 12% is a good stopping point for people that plan on using her Auto Play.

Burst: Submerged World

Deals 925% of
final ATK as additional damage.

Her burst is incredibly simple compared to the rest of her kit. She gives herself a big Attack Damage buff and all enemies on the field are hit for 925% final ATK after a 1.1 second delay. This damage is able to benefit from the ATK buff from S1 and the Attack Damage buff from S2, as well as any buff that activates when entering FB. It can be strong wave clear in normal stages, and just a big nuke to use against bosses.


Campaign

Liberalio can see good use in campaign. She has some of the greatest burst gen in the game, has a powerful screenwipe on her burst, and when the boss appears, switches from her faster firing speed to hitting significantly harder to ensure takedown of the boss. The buff gained from hitting a boss also affects the damage of her burst. Her neutral damage is just incredible due to how ridiculous her personal buffs are. It’s like Bunny Milk, but with way less of a hassle.

While all DPS units besides Rapi: Red Hood and Vesti: Tactical Upgrade, and to a lesser extent, Ein, usually have to worry about their DPS plummeting as the deficit climbs, Liberalio’s high base values, ridiculous self-buffs and always relevant burst gen allow her to find a place, even in high deficit.


Arena

Liberalio looks like she can have a lot of potential in PvP. Powerful weapon, fairly high burst generation for her damage and an incredible burst that can hit all Nikkes at once. However, she has two things holding her back; Since she isn’t hitting enemy raptures, nor a boss, her S2 is basically useless in the game mode. (no giant Attack Damage buff, no 1s base charge time when attacking Nikkes)


Second, her burst has a delay of just over 1 second between its cast and its hit. This can cause it to be blocked or mitigated, even if your setup is fast, since the delayed hit is long enough for the enemy team to enter their own burst time, dependent on the setup. Keep this in mind when considering what team to assign Liberalio in.

Due to this delay, I’ve seen people claim that she is better off as a burst battery. While it makes sense, I personally can’t be too sure about that just yet. It definitely seems like a waste of such a powerful burst to use against enemies. Perhaps this view will change over time, or be enforced as more Liberalios are used and encountered in PvP.


Special Interception | Union Raid | Solo Raid

What Liberalio is primarily made for. She will kill bosses hard. Hitting a boss gives her a permanent Attack Damage buff from S2, her S1 hits, strong burst and more make her one of the most powerful boss killing units in the game, especially against Wind-weak bosses. Her incredible base damage and self-buffs will also make her pretty useful in neutral content.

Even though her best partner is SBS, there is a certain issue a lot of users are facing right now: their own SBS has an incredibly high ATK, while their Liberalio is much weaker. It makes it harder for SBS to receive Liberalio’s S1 buff, as it is based on their base ATK when entering FB. If SBS has higher ATK, Liberalio will receive her own buff, which wastes it.

Since Liberalio at max S1 gives herself 160% ATK, while SBS gives herself 115% ATK, Liberalio has a +45% ATK advantage over SBS. It is actually easier than it looks to ensure Liberalio has a higher ATK than SBS, but ATK OLs, increasing the level of your helmet, gloves, chestplate, and increasing the level of Liberalio’s SR doll all help.

Another thing is to not use Liter with Liberalio, if using SBS with Liberalio. Since Liberalio gives everyone a regular ATK buff, it will be more effective for units that have a higher base ATK, which will likely be your already raised SBS vs your recently obtained Liberalio.

If you find yourself unable to use SBS with Liberalio, don’t worry. Liberalio is significantly stronger than SBS as a Wind DPS. While SBS wants Alice or Liberalio, the opposite isn’t necessarily true. She can find herself in other teams that can benefit her better while SBS can remain with Alice. Just try to prepare for it next raid, as the two combined are an incredible force, especially in single team content.

Examples of other Nikkes that can benefit from Liberalio’s Charge Speed buff, both within Wind and in other elemental raids, where she can potentially see good use:


Maxwell

The remainder of Liberalio’s FB can benefit greatly from Maxwell’s S1 ATK buff when entering FB.


Maiden: Ice Rose

Allows Maiden: Ice Rose to fire off more HP-boosted auto attacks mid-FB.


Bready

Allows Bready to fire faster when in Distributed Damage mode, by negating the self-charge speed debuff she gives herself. (Though it should be noted she does give herself a ton of ATK as well)

There is a way to pump out a bit more DPS from Liberalio, though SOME charge speed will be required. While it is fairly easy, it is also a little tedious. Using the knowledge that Liberalio does not fire a full charge if she is aiming at the background, one can prepare a fully charged shot outside of a boss’ hitbox aiming at the background, fully charge it, and right as it’s time to release, you activate Full Burst quickly and aim at the boss during the freeze frames, making sure to hold it down, as letting go will interrupt an attack, forcing her to start over.

Doing this will allow up to 3 shots to take advantage of the massive ATK buff Liberalio gives herself for 3 seconds. The first shot that is released at the very start of Full Burst time, and the subsequent two shots that she’ll fire within the 3 second time period.

More charge speed will make this tactic a lot more lenient and increase the number of S1 hits from the third shot that hit within the 3 second time window of S1 buff. Since S1 damage does not snapshot, it’s fairly important to maximizing the damage dealt with this tactic.

Something to note is that Liberalio will always give herself this huge ATK buff with any burst time. This means that Liberalio can take advantage of this every Burst Time. However, it’s likely she’ll be the team’s main burst generation, so be mindful of her ammo capacity when doing this tactic.

The amount of charge speed needed to ensure all 3 attacks’ S1 procs benefit from the S1 ATK buff is at least 17%.

Liberalio at 4.92% Charge Speed barely managed to shoot the third shot within 3s, seen by the fact that the FB timer is just about to tick past 7.00.


Strengths

  • Ridiculous damage against both regular enemies and bosses alike, especially bosses
  • Big burst gen for the team
  • Powerful screenwipe
  • Charge speed buff is very strong, especially on certain allies (SBS)
  • Charge Speed debuff immunity makes her very effective against certain bosses that massively reduce charge speed (Thermite β)

Weaknesses

  • Gives herself way too much Attack Damage from all her skills, especially S2. It makes a lot of great B2 buffers sub-optimal to use alongside her, since their Attack Damage buff will add with hers and get diluted.
  • Inability to gain Charge Speed buffs means she is entirely reliant on OLs to reach the thresholds she desires.
  • ATK OLs are mandatory if using her for units like SBS or Bready. This point is less relevant if using with other B3 allies.

Recommended Cubes

As a sniper rifle with a fairly long base reload time, Resilience is your best friend. Even though it is one of her only sources of Charge Speed available, I personally can’t recommend the Adjutant Cube right now. It is simply too low value; it will likely not help you past certain charge speed thresholds, compared to rolling for more Charge Speed and rerolling attributes. Maybe whenever Shift Up buffs it, haha…


Doll Priority

Doll priority is incredibly high, especially if one is planning on using her with SBS. This will increase her base ATK for her S1 ATK buff to multiply, as well as ATK OLs, making it more likely that she will have the highest ATK of the team. She will also benefit ever so slightly from the Charge Damage multiplier. While it doesn’t affect her S1 procs, it still does affect her autos, which are powerful when hitting a boss thanks to the S2 Attack Damage buff.

Skill 2 is where her ginormous Attack Damage buff comes from. While it has no major effect in regular stages with more levels, her boss killing power with this much self-buff is crazy.

Burst hurts a lot, especially in normal stages. That being said, the Attack Damage buff it gives is incredibly diluted vs bosses, thanks to her S2. Raising it up to 10 is recommended if planning to use her in regular stages.

    When I first got her and OL her equipment, I read that the charge speed buffs would be ignored, so i rerolled those lines.

  2. Lol i pair liberio and SBS with liter for B1 for more dmg, but it turns out its not that great….

    Oh well i need to re-composition my 5 team for solo raid, for the last 2 on the team is duo maid is it good?

    • I should definitely clarify that using Liter with Liberalio + SBS is not by itself a bad idea. In fact, Liter is one of Liberalio’s best buffers. The issue is if you suffer from a base ATK difference, Liter’s ATK buff will be more effective on units with more base ATK.

      Maids is an excellent duo!! Liberalio actually likes them a lot despite not having distributed damage, because she gives herself way too much attack damage from all her skills and utilizes the rest of the buffs well, especially reload speed. Supports like Crown and bAde give more Attack Damage, which is diluted in all the attack damage she gives herself.
