Normal Attack Information
Guillotine: Winter Slayer has average normal % modifiers on her normal attack, this makes buffing Guillotine harder. Despite the rather absurd total ATK % she gains from her self-buffs (191% ATK damage total), her normal ATK damage would be less than Scarlet when factoring all their self-buffs
Guillotine: Winter Slayer: 13.65 x 2.91 (base ATK + self buffs of 191%) = 39.7 x 1.1 (Burst) = 43.6
Scarlet: 27.08 x 2.115 (base ATK + Self buffs at 115%) = 57.2
Guillotine does a bit less auto attack damage than Scarlet, but compensates by being able to buff the team with elemental damage, decent burst damage and average reload speed/ammo capacity.

Skill 1: Hero’s Fate
Activates every time EXP stacks 10. Affects self.
Hero Level Up: Reaches a maximum of Level ll.
Hero Level Up Reward: Reloads 10.26%.
Hero Level Up Reward: Recovers 2.44% of caster’s final Max HP
Activates when Hero levels up. Affects all Water Code allies.
Damage as strong element ▲ 1.16% * Hero Level continuously.
ATK ▲ 0.91% of caster’s ATK Hero Level continuously.
Not a great skill, the only buff that is wanted here is her elemental buff. her elemental attack caps at 12.7%, and ATK buff at 10%.
Stacking her hero level fully takes around 55 seconds + reload time with no core hits. the fastest time this skill can stack is 27s + reload time if all bullets hit the core, which rarely, bosses do have very exposed cores.
Skill 2: Hero’s Gift
Activates after landing 6 normal attack(s) without hitting the core. Affects self.
EXP: ATK ▲ 1.81%, stacks up to 100 time(s) continuously.
Activates when hitting the Core for 3 time(s). Affects self.
EXP: ATK ▲1.81%. stacks up to time(s)continuously.
Activates when Hero Level is 2 or above. Affects self.
Damage as strong element 7.46% ▲ continuously.
This skill is where most of her damage will come from. this skill can stack 100 times, totaling for a 181% ATK buff. These two buffs are NOT separate buffs, meaning that both of these conditions stack the same buff.

Attack Damage ▲ 10.14% for I0 sec
Damage as strong element ▲ 18.75% for I0 sec.
Affects 1 enemy unit(s) with the highest Max HP.
Deals continuous damage equal to 20.87% of the final ATK Hero
Level every sec for 10 sec.
Guillotine’s burst does decent damage. at max stacks, the total damage would be:
20.87% x 11 (hero level) x 10 (Secs) = 2295% of ATK per burst
since her ATK buffs are rather absurd, it scales a bit better, but it still isn’t a great single-target burst compared to the other hard hitters. a tier below Quency: Escape queens burst damage and Phantom. Although the wording is continuous, sustained damage up buffers do work on her (Rosanna: Chic Ocean).
Campaign
Guillotine: Winter Slayer will not be a viable Nikke in Campaign. Her kit relies on her hitting targets consistently to proc her ATK up to be able to deal damage. Even if her stacks were magically stacked at the start of the match, her auto attack damage is not strong enough to take out raptures in a timely manner.
Guillotine: Winter Slayer does not have any sort of utility at all either, no burst generation and no AoE. There are also no top tier water campaign Nikkes for her to buff, with the only meta unit in campaign being Emilia but she’s a limited Nikke.
Arena
Horrible. No burst generation, her burst is single target, and her burst takes time to deal its full damage. Don’t use
Special Interception | Union Raid | Solo Raid
Despite being tailored for bosses, she won’t be a very major Nikke even against water-weak bosses. Guillotine: Winter Slayer will still be used, but total raid score shouldn’t be impacted greatly if Commanders miss her banner, it doesn’t help that the main single target DPSs for water (Quency, Phantom) don’t benefit much from her team buffs as they already have high innate ATK and ATK damage ▲ buffs, and will mostly be getting her Damage as strong element (30%)
BiS Water Team for Guillotine(Water Weak)
Not the best water team as Naga would be a better buffer for this team as both DPSs can easily hit core consistently. Phantom can replace ludmilla: winter owner if there is no core to hit. Emilia if there are multiple parts to hit.
General Team
She’s not recommended to be slotted element neutral content, but she’s still viable as she can deal similar damage to Scarlet if Guillotine: Winter Slayer is bursting. Attack buffers don’t work well on her as she has too much in her base kit, so buffers with ATK damage up ▲ and damage-taken debuffs are recommended.
Should you pull?
F2Ps, no, not really. She may dish out numbers that are around S tier level (Scarlet), but there’s been a lot of Nikkes released that can compete with her damage. This may have been forgiven if there were amazing top-tier DPSs in the water code, but we only have Quency: Escape Queen, Ludmilla Winter: Owner, and Phantom as of now, which two of the listed Nikkes greatly prefer Naga (wish-listable) as a buffer.
For solo raid players, she’s not a priority either. But can be pulled just for that slight advantage, a lot of elemental damage rolls on her gear would be needed. She may be brought up a tier in the future if there are more notable water Nikkes, but as of now, Guillotine: Winter Slayer is a worse Maiden: Ice Rose
Priority of banners as of now would be: Maiden: Ice Rose => Ludmilla: Winter Owner > Guillotine: Winter Slayer > Mica: Snow buddy (don’t pull)

Well thats disappointing, here’s to hoping we get a rerun or Rupee and Annie before the end though as I missed both of them.
As written in the most recent Developer Notes, subsequent reruns after the first one are being thought about but nothing is planned yet. Rupee and Anne already got a rerun last year, don’t expect them to return soon (based on notes).

She really is adorable here; much more so than her base form. She may not be pushing any power boundaries, but she’ll definitely have a place in the “secretary” pool.

Thanks for fast review! After testing her in Shooting Range she showing results lower than even Phantom. It’s disappointing. I think Limited characters must be stronger than those who can be obtained from Normal or Social Points summons.
I disagree that all limited characters must be stronger than those which are not: think about it, if that were the case, the top tier players would demand even more limited Nikkes, and the rest of the players will suffer for it.
There’s already enough pressure to pull limited units for collection purposes and considering that there are several powerful ones already: SAnis, Ludmilla: WO, Asuka, Rei A., Mari, Rosanna: CO, Sakura: BiS, Emilia, now Maiden: IR, it’s not like the meta crowd is hurting for more meta-defining limited-time units.
I think ShiftUp does a decent job of balancing good with mediocre on the limited-time banners.
Think about F2P players who want pull limited units not only because of collection purpose, but for winning in battles. We already has Pilgrims on the top.
And all those banner tickets for F2P players are coming from…where?
With the current event schedule, F2P players have to look ahead and decide where to spend their tickets: the next Pilgrim or the next event with limited-time units. Ensuring that limited-time units are always stronger than non-limited simply adds more pressure to F2P. Might as well just do away with having special banners for new, non-limited, units; people would be silly to waste the special tickets on them (now it’s a decent strategy, instead of being a mandatory one).
Now, if Shift-Up decided that, on the anniversary of a limited-banner event, to add those limited-banner units to the wishlist pool, then that would make things more fair. Otherwise, the current system of high-powered units mixed among medium to low power units, both limited and non-limited, works well enough.
Already got massive powercreep with Cinderella, just wait for end of the year pilgrim probably going to be some massive B1 creep.
Not that I expect it to change xGuillotine’s rating, but would treasure Viper pair well with her? I’ve seen Viper do decently high numbers post treasure, and unlike Quency and Phantom it seems like she would very much benefit from xGuillotine’s attack and attack damage buffs. Viper’s team wide hit rate buff can even help xGuillotine core hit for the first 10 seconds of the fight giving her a small head start in building up EXP. Obviously none of that is game breaking or anything, but it does seem like something that could be considered.

In fairness, he ain’t wrong.
It’s actually big game design mistake to make a Nikke who doesn’t really fit in any game modes. For collection purpose? Everyone can access to Nikkepedia and see all not obtained Nikkes and their costumes. When ShiftUp made game mode where all Nikkes are usefull and their numbers matters then collecting will make sense.
Honestly, if she is on par with Mica from last year then it’s all hype. Really really useless character despite being limited.
I had thought she’d be a good buffer for phantom and old privaty in elysion tower, but it seems that new maiden with cat privaty/old guillotine is the way to go?
After running tests with Winter Ludmilla, Quency: Escape Queen and Winter Guillotine I can tell you that her buffs aren’t worth pulling a limited unit, especially since most of her buffs are just Elemental Damage and normal Privaty barely does any damage to begin with due to being a buffer herself.
Did some testing and it does seem that S.Rosanna’s does buff W.Guillotine’s “continuous” Burst damage. Under the effect of S.Rosanna’s burst, W.Guillotine’s DoT got the benefits of both the sustained damage up buff and the damage taken up debuff.
This is starting to get a bit stale and boring, there is so many vulnerable to electric type bosses and so many strong electric type nikkes, like devs are seriously obssesed with that element type. But when any new nikkes come from other type they are always so much worse or barely worth investing to. I think i gonna skip this nikke, especially since shes limited time. Maiden in other hand is great, yeah! another electric nikke!
