Normal Attack Information

Cinderella’s normal attack is a bit different from other RL’s, more notably her exceedingly high Ammo capacity at 24, Low ATK% damage, and full charge damage (usually 250/350%). Luckily her kit does easily mitigate those downsides.
Cinderella also has similar wording to Scarlet: Black shadow “Small-range Attack”. We can assume that Cinderella’s RL projectiles acts like a bullet, meaning hitting multiple parts would be extremely hard or impossible. This also means that only one target will be hit in PvP instead of the usual three like other Rocket launchers.

Skill 1: Flawless Glass
Activates when entering Burst Skill Stage 3.Affects self
ATK ▲ 2.71% of caster’s final Max HP for I0 sec.
Activates when attacking with Full Charge. Affects self.
Charge Speed ▲ 100%. Removed upon reloading to max ammunition.
Activates when hitting a target with Full Charge. Affects the target.
Deals 136.6% of final ATK as additional damage.
Cinderella’s main source of buffs and DPS. This skill is extremely strong.
But, first lets visualize the conversion of Max HP > ATK.
Since Cinderella has an additional hit on proc, her burst generation is doubled from this skill as well. Although current burst gen value %’s are unknown as of now.
Cinderella with a 100% charge speed is analyzed to be 3 shots per second, and is almost full uptime.
This means that her normal attack damage is equal to:
(32.11% x 200% full charge) + 136.6% x3 = 602% of attack damage per second
for reference, just a tad bit lower than Modernia’s Basic attack + Skill 1 procs = (645% per second). Big difference is, Cinderella has the potential to have a much higher ATK cap than Modernia.
Skill 2: Dirt-Resistant Mirror
Activates at the start of battle. Affects self.
Decoy: Creates an avatar with 96% of caster’s final Max HP continuously.
Activates when entering Burst Skill Stage 3. Affects self.
Decoy: Creates an avatar with 96% of caster’s final Max HP continuously.
Activates when decoy exists. Affects self every 3 sec.
Beautiful: Max HP ▲ 1.6% continuously, stacks up to 12 time(s)
An interesting skill, mostly serves to increase her own HP via decoy duration. Decoys seem to protect against projectiles, and protects cover HP when covering as well. Her Max HP stacks don’t expire, so realistically it will always take around 36-40s for her HP buff to Max stack (19.2%).
Her decoy does not seem to protect Cinderella from damage when an attack hits all Nikke’s, or Attacks of AoE nature.
Burst: Glass Slippers Full Contact
Affects random enemies.
Deals 682.96% of final ATK as damage. Attacks sequentially for 10 time(s).
Affects the same target(s) when in Beautiful status.
Deals 28.9% of final ATK as additional damage. Mirrors the stack count of Beautiful.
A pretty insane burst. Since Cinderella’s ATK is pretty bloated due to her Skill 1, this skill can hit extremely hard.
Assuming there’s only one target on the field with max stacks, Cinderella can hit for:
346.8% (28.9 x 12 stacks) + 682 x 10 = 10,288% of Final ATK
To put in better perspective, our most recent DPS’s (Quency: Escape Queen, Phantom) can deal pretty big damage with their burst because of how many multipliers their kits have (ATK ▲, Distributed damage ▲, ATK damage ▲). Cinderella can beat their burst numbers WITHOUT outside buffs. Cinderella has the highest pure damage burst in the game so far (Excluding bursts like Red hood’s, Maxwell’s, Snow white’s as their damage hugely varies)
Damage rating for notable bursts would be:
Cinderella >> Quency: Escape Queen => Phantom > Dorothy
This is also very notable for PvP, and most likely can surpass Scarlet’s AoE damage. And if not, will at least take down multiple Nikkes guaranteed.
Post Analysis Edit: Cinderella’s burst 1st part (682% per tick) does 2x damage than normal as of now (11/1) due to a charge damage bug. It is most likely noted by the dev team and might be patched out. Basically how this bug works is that Cinderella’s burst damage will be multiplied by the charge damage% currently held by Cinderella (200% max + other possible charge damage buffs). Since Cinderella has 200% charge all the time with the exceptions being reloading and first charge up after reloading. The Commander will most likely burst with 200% damage all the time during fights.

Campaign
Cinderella is what SBS wish she could’ve been in Campaign, DIRECT DAMAGE. In theory, she can deal the most single target damage against target raptures if her burst all hits one target, otherwise her burst is able to dish out decent “AoE” damage.
Cinderella’s RL projectiles themselves might be an issue due to how long they take to reach the target, it does not seem to be a problem at close-mid range, but projectiles might miss occasionally at long range. Needs proper testing
Note: After further testing, Projectiles are indeed an issue occasionally. Cinderella’s burst also falls off drastically in higher deficits.
Anniversary Squad
A squad that should function well in every content. Has buffs of all kinds that are beneficial for Cinderella, has consistent DPS, good AoE, burst generation, and can burst down bosses via Red hood burst with a flex slot to boot.
Although likely not the most meta team, it should perform very well. Not the most meta team simply because Naga can’t be utilized well with Cinderella as most of her damage is from her skill 1 extra proc, Naga’s core damage buff is just that oppressive. Naga can still be slotted in as a flex slot to buff Red hood if desired though.
Rouge does need time to set up her Max HP buffs, and may not even be possible to get all her max HP buffs within 1:30 seconds in some stages. The player may need to Manual Rouge’s charged shots before the final wave via stalling to at least get Rogue’s Shield Coin Status Max HP buff in (Hitting nothing still counts towards her skill counter). However one can simply use Liter instead if Cooldown isn’t an issue (First 2 full burst rotations does still have Cooldown for Liter).
Arena
A very interesting Nikke in PvP. She can fit into Scarlet teams, replacing Scarlet as Cinderella can potentially do more AoE damage than her, and if the opposing team isn’t wiped out, it’s at least guaranteed (?) to take out a few Nikkes due to how her skills work.
She can also be in Biscuit teams paired with Max HP buffers, since Cinderella is a Defender, can benefit from Biscuit’s Indom passive. Effectively having a second proper Nuke team. Will need more testing
Note: After further testing, Cinderella is not able to outburst Noah teams in jackal teams, which is a issue for her placement in the PvP meta.
Special Interception | Union Raid | Solo Raid
Cinderella is expected to be equal to Scarlet: black Shadow (with Alice) in Boss fights, and potentially with a “cheaper” team. She can pretty much fit in any team due to her self contained kit, but is expected to be paired with Rouge often as no other Nikke can benefit Rouge’s Max HP buffs like Cinderella can. Cinderella does prefer HP buffers, but ATK buffers are still perfectly fine for her, and teams can be adjusted accordingly depending on lacking Nikkes.
Best in Slot Anomaly Interception Team (Electric)
Mirror container contains one of the most unforgiving mechanics in the whole game mode. The Commander needs to break one of its “slippers” in one shot, luckily in this team there are two available answers to that mechanic. That being a full charged Ein shot or a shot from Cinderella. If healing is somehow an issue, Crown can be replaced with Blanc.
Best in Slot Solo Raid Team (Electric)
The flex attackers can either be Anis: Sparkling Summer + Scarlet/Ein, depending their investment.
Blanc can be replaced with Crown specifically in electric weak depending on elemental rolls of the whole team.
Element Neutral
In element-neutral raids, the team will mostly follow the best in slot electric solo raid team, with the flex slots no longer requiring Anis: Sparkling summer or Scarlet/Ein.
Rouge + Mast Copium (No Blanc/Crown)

Max HP ▲ 86.2% of the caster’s Max HP without restoring HP, lasts for 7 sec
Critical Damage ▲ 25.19% for 7 sec.
Mast provides a very high HP buff while also providing very nice crit bonuses, which is actually rather good on Cinderella. Although there’s still issues in this team, such as a potential lack of healing and lack of meta damage multiplier buffs (ATK damage ▲, damage taken ▲), but should be the next best option outside of Blanc/Crown teams.
Note: If possible, make sure your Rouge/Cinderella team has proper burst generation. Cinderella can’t properly generate burst by her lonesome, and rapid firing Rouge will mess up burst cool down reduction.
Should you Pull?
Absolutely, being the same level as Scarlet: Black shadow (Currently best single target bossing Nikke without parts) is already a must pull. Not only that, Cinderella’s main team doesn’t conflict with other meta top solo raid teams due to her ATK scaling (HP > ATK).
Cinderella is also a much needed single target-DPS for electric weak campaign/bosses as the current best ones we have are currently showing its age.
However, do save for Grave too. she’s a beast of her own.

So I was worried about her and 2B’s shared weaknesses but I guess it doesn’t matter because her damage is already utterly fucking ridiculous😭 if you do post another review, put a screenshot of her dmg with rouge and mast because I can only imagine how ridiculous it gets
The problem with 2B is the low damage scaling of her gun. If she had an normal damage scaling she would be a much stronger dps
On another hand, anyone that missed 2B banner, can now get an equivalent and better substitute.
Finally this is POWERCREEP!
Mast is a no go combo with Cindy unless you tank the ATK of all other Nikkes in the squad.

Do I understand this correctly: the strategy to pull for Pilgrims is – to use the daily free summons, and on the last day to spend 200 gold mileage tickets to get them in the shop, in case I didn’t get extremely lucky with free pulls? There is no point in wasting Advanced Recruit Vouchers or Gems on Pilgrim banners?
That’s right. Pilgrim banners have a lower rate than usual (1% instead of default 2%). Iirc though, the returning limited banners have an even lower rate (0.5%), so depending on your number of mileage tickets, you can either decide to keep them for the returning limited Nikkes, or both.
FYI, 200 pulls w/ a 1% rate equals 86.6% chance to have the Nikke at least once, 63.4% in 100 pulls.
That was last year. This year we got separate banners at 2% for limited rerun

Hi, that was my original goal is to MLB her due to had 600 golden tickets saving up for cinderella, but this time my Luck was good, got 3 copies of her within 50 pulls, then did another 100 pulls to get 4 more, currently am at 10 copys of her now, only missing 1 to MAX her out at 11 copies

Not worthy, unless you aiming at PvP. But even so she doesn’t seem that good in PvP eitehr.

Since you can’t read, the post says EARLY analysis and for the tier, they put TEMPORARY. Be grateful that someone is giving in some effort into put some work to test her out before putting out a final statement.
Agreed this is the strongest character ever released in the history of the game, able to outdps a maxed out red hood with great overload rolls while Cinderella on bad rolls or barely overloaded, she is like 2x stronger than Red Hood, yet only SS is one of the most ridiculous things ever, also drop Crown to SS she’s too “weak”
Cinderella is currently bugged and may be on her way to be fixed. As of now, her burst does 2x+ damage than usual due to a bug that’s similar to harran back in day 1 of release. basically they might nerf her single target damage by good margin.
To further clarify, if you have Cinderella’s auto attack charged at 200% (almost all the time) then Cinderella’s burst will deal 200% (instead of 100%). I don’t disagree she can simply be SSS tier (should bump her to a 10 rating in bossing) because of this. But i’ll see if/when they fix her.
As for why she’s SS in the first place, she’s not top tier in Campaign. not having proper AoE capabilities (as her Auto attacks do NOT have any splash radius) her burst falling off at high deficits, and her projectile jankiness greatly reduces how far she can push compared to the other SSS tier campaign characters. Although i’ve heard they’re increasing the splash radius to almost Normal RL level. That should change my opinion of her viability in campaign. And i have a strong feeling Prydwen themselves will rate her the same (campaign/bossing) or even lower. All this is written prior to release, with the exception of added notes.
I don’t think they’re just gonna fix the bug, if they were then it definitely would’ve happened already. That bug is resulting in a large amount of her DPS, and just fixing it would turn her down to the point where she could no longer be considered an anniversary unit, and would just put her below SBS and others for boss killing, which is clearly her intended purpose. What most likely happened is during play testing, they got the numbers they wanted on her, but didn’t know it was because of a bug, so now they are trying to find a way to make the damage no longer rely on a bug. Harran had the same issue, so it wouldve been be easy and quick to simply fix the bug but they can’t do that without upsetting quite a lot of people and ruining Cinderella’s role as a general meta boss killer.

She’s pretty good for bossing, but she’s shit for campaign and she has nonexistent burst gen for pvp.
No aoe/pierce means less damage against bosses with parts and good luck in breaking circles/projectiles.
Putting her above scarlet and sbs is laughable. Those 2 at least has more than 1 uses
From what i seen she belongs in SSS, with skills on 7 and trash gear she already does dmg almost on level of fully geared normal scarlet. Her burst gen sucks, aiming is awkward and burst is bad if there is many targets but numbers dont lie.
Also why is scarlet black shadow not SSS on the list is beyond me, not like i take this lists seriously but its silly.
